This is reported to be a Treatment (Promotional Booklet) used by Stanley and Reginald Pitt in order to attempt to get Gully Foyle picked up by a syndicate in the US. Gully Foyle is an adaptation from Alfred Bester's "The Stars My Destination". It has 15 sheets of paper, with each sheet printed on one side only.
